Shelly Gillaspie, City Administrator: email: cityadmin@cityofwest.com

The City Administrator plays a crucial role in overseeing policy development, human resources, and finances for a city. They are responsible for preparing the City’s annual budget and executing it once it’s adopted by the City Council. In addition to financial duties, the City Administrator oversees day-to-day operations and directly manages the municipal court, utility billing, and code enforcement/permitting departments.

The Assistant City Administrator supports the City Administrator in their various functions. Additionally, they manage accounts payable and receivable, ensuring timely payment of bills and invoices, and payroll management. They also serve as the court clerk in the Municipal court. As court clerk, they are responsible for maintaining court records, coordinating court hearings, and ensuring that all legal requirements are fulfilled.

Vanessa Perez, City Secretary/Municipal Court Clerk:  email: secretary@cityofwest.com  court email: court@cityofwest.com  

The City Secretary is responsible for overseeing critical functions such as elections coordination, records management, archives, and open records requests. They maintain the integrity of the election process, ensure transparency and access to city records, facilitate the city’s legislative process, and record local government history. They also serve as the court clerk in the Municipal court.  

Ashley Sulak, Utility Billing Clerk:  email: clerk@cityofwest.com

The Utility Clerk is responsible for processing and maintaining water/sewer utility accounts, which includes scheduling work orders, billing, receiving payments, and providing customer service. Additionally, they assist with the setup, transfer, or disconnect of city utility service accounts. 

Josh Sexton, Code Enforcement/Building Permits: email: codeofficial@cityofwest.com 

The role of the Code Enforcement Officer is to investigate complaints and enforce codes and ordinances to enhance the quality of life for the residents. Their department is also responsible for implementing land-use policies, zoning regulations, and long-term planning initiatives to ensure that new developments align with the city’s goals and benefit the community. Moreover, they handle building permits, oversee planning and zoning, and issue permits. 

C.J. Gillaspie, Public Works Director: email: publicworks@cityofwest.com 

The Public Works Director oversees infrastructure planning, design, and construction, as well as maintenance operations for water and sewer, streets, city facilities, parks and recreation, and vehicles. They maintain water, sewer, and storm pipe networks, drinking water production, sanitary sewage treatment, roadway and sidewalk repair/replacement, traffic signals, and facility equipment maintenance, among other things.

Chris White, Police Chief:  email: cwhite@cityofwest.com 

The Police Chief is committed to serving the community with honesty, equality, and professionalism.  They oversee the activities and operations of the Police Department including law enforcement, crime prevention, and crime suppression programs; and coordinate assigned activities with other departments and outside agencies.  The department emphasizes community policing to reduce crime and improve the quality of life for residents.  

Garrett Graham, Part-Time Fire Inspector:  email: fireinspector@cityofwest.com

The Fire Inspector enforces fire codes and investigates the origin and cause of fires.  They evaluate commercial and residential buildings and building plans to identify potential fire hazards.  They are responsible for ensuring these structures comply with the necessary local, state, and federal fire codes.  Their main goal is to enhance safety awareness and prevent fires and crimes.
